Charlotte Mecklenburg Schools provides updates on District Improvements

Dr Charlitta Hatch outlines Education Goals at April Focus Friday

This meeting was a Focus Friday presentation by Dr. Charlene Hatch, the newly elected CMS District 1 school board member, who provided an overview of Charlotte-Mecklenburg Schools' current initiatives and challenges. Dr. Hatch discussed CMS's vision, mission, and strategic goals, highlighting the district's focus on early literacy, math proficiency, and preparing students for employment, enrollment, or enlistment. She covered upcoming bond projects in District 1, including new schools and renovations scheduled for completion by 2028, and outlined legislative priorities including teacher pay and calendar flexibility. The discussion included questions about student performance, magnet programs, and career readiness, particularly in healthcare and STEM fields. The meeting also touched on CMS's partnerships with local businesses and the importance of supporting public education as an economic driver in the community.

Board Strategic Goals Overview

Dr Hatch outlined the board's four key goals focused on early literacy, math proficiency, and post-graduation plans, emphasizing that these priorities were derived from community feedback. She explained the distinction between board-level strategic work ("above the line") and district-level execution ("below the line"), with the superintendent responsible for implementing the four pillars of excellence. She also shared positive updates about various district achievements and student accomplishments, while noting that he is working to highlight both challenges and successes across the district.

School District Challenges and Funding

Dr Hatch discussed key challenges facing the school district, including public education funding issues, workforce preparation, and infrastructure growth concerns. She highlighted the need to reimagine education to prepare students for changing job markets and higher education opportunities, while also addressing family stability and technology impacts. She also explained the district's budget structure, noting that funding comes primarily from state sources (55%) with county supplements, and mentioned upcoming bond projects including Cornelius Elementary construction scheduled for August 2030.

CMS Construction and Budget Updates

Dr Hatch presented updates on CMS construction projects, including new schools in Huntersville and North Mecklenburg, scheduled for completion by August 2028. She discussed the district's budget process, which began in December and includes community engagement sessions and a public hearing, with final budget adoption scheduled for April 28th. Charles Jeter emphasized the importance of magnet programs, proposing to consolidate 16 different programs into 6 well-focused programs, and shared a personal story about how Northwest School of the Arts saved his daughter's life. He concluded by advocating for teacher pay improvements, noting that CMS teachers are 49th in the country in pay, and requested community support for legislative efforts to address this issue.

School Calendar Legislative Priorities

Jeter discussed legislative priorities, focusing on calendar flexibility for schools. He explained that current state law requires schools to start after August 26th, which affects student performance and college readiness. Jeter emphasized that changing the calendar would not extend the school year but shift it by two weeks. He also mentioned advocating for dental, hearing, and vision screenings to return to an opt-out system rather than the current opt-in system.

CMS Construction and Education Initiatives

Dr Hatch discussed CMS's new Bond Construction website, which provides information on all construction programs across the district. He emphasized his focus on representing District 1 and requested feedback to ensure adequate representation of all voices. The discussion covered education metrics, with CMS being ranked as the number 2 school district in the nation based on NAEP scores. Participants discussed teacher recruitment and retention challenges, with Charlitta highlighting the need to make teaching an attractive career choice and suggesting more flexibility in budget allocation. The meeting also covered workforce development initiatives, including partnerships with local employers and programs like the 3Ds (enroll, employ, enlist) initiative led by Dr. Hill.
